This Wednesday, police officers of the Zagreb Police Department conducted another targeted action of increased surveillance in the city center and on Ban Josip Jelačić Square. The supervision was primarily aimed at drivers of electric scooters, mopeds, motorcycles and other personal means of transport. The main goal of the initiative was to protect pedestrians as one of the most vulnerable groups and increase the general level of safety in the busiest parts of the city.
Drivers knowingly ignore the regulations
During the implementation of the action, the police officers identified a series of violations and took measures prescribed by law. A total of 13 notices were issued about the committed violation, two mandatory violation orders were handed out for the most serious violations of traffic regulations, while seven written warnings were issued for minor violations. The results of this monitoring, according to the police, confirm that some drivers of electric scooters continue to consciously ignore legal regulations, thus directly endangering pedestrians in pedestrian zones.
Special emphasis during the one-day campaign was placed on checking the technical characteristics of vehicles participating in traffic. On that occasion, police officers temporarily confiscated two electric scooters whose technical specifications deviated from the legal framework. Namely, it was established that these vehicles develop a speed greater than 25 km/h, while their electric motor power exceeded the limit of 0.6 kW.

According to the provisions of the Road Traffic Safety Act, such vehicles cannot be categorized as personal vehicles. They are considered unclassified means of transport that are strictly prohibited from moving on public areas intended for the movement of vehicles and pedestrians. One of the two temporarily confiscated Romobiles was eventually permanently confiscated because the driver waived his right to appeal and immediately settled the imposed mandatory misdemeanor order. Upon the validity of that order, the vehicle becomes the permanent property of the Republic of Croatia. The Zagreb Police Department also published a video showing how one of the disputed vehicles was able to reach a speed of almost 80 km/h.
Safety tips
After the campaign, the Zagreb Police Department once again issued advice to all drivers of electric scooters and personal vehicles in general. Citizens are urged to consistently comply with legal provisions, to adjust their speed to the conditions on the roads and in pedestrian zones, and to respect the safety of other road users.
The police announce that these and similar traffic activities will continue to be carried out in the future. Through continuous monitoring, an effort will be made to ensure the maximum safety of all citizens and reduce the number of violations in pedestrian zones.
